El Paso County Emergency Services Agency

The El Paso County Emergency Service Agency (ESA) was established in 1995 to provide for uniform ambulance service in El Paso County, Colorado. The ESA contracts with a single emergency ambulance service contractor (currently AMR) under a contract that was effective on January 1, 2009.

In concurrence with the contract, the ESA board oversees response time requirements and overall contract compliance with the ambulance provider. Assessments are based specifically on contractual agreements and are assessed on actual response time data. Assessments are formally approved by the ESA board at open board meetings.

There are also contract provisions that require the ESA to appoint a Medical Control Committee made up of medical professionals. The ESA is additionally required to address complaints that may arise as it relates to contract compliance.

These can include medical, customer service and billing concerns, among others. The ESA has an obligation to provide appropriate oversight in order to protect the public's interest and the safety of our community.

It is the goal of the ESA to provide excellent emergency medical and ambulance transport services to citizens and visitors throughout El Paso County.
